This itinerary requires a mix of transport. For Days 1-3, use Jerusalem's light rail, buses, and taxis. The trip to Masada/Dead Sea (Day 4) is best done with a rental car or an organized tour. A rental car provides flexibility for Days 4-7, including the drive from the Dead Sea to Tel Aviv and around Eilat/Timna. Domestic flights are used for Tel Aviv-Eilat transfers.
